177th Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 177th Meeting the following resolution:

  1. CRC appreciated the presence of the Prime Minister Petr Fiala and the Minister of Education, Youth and Sports Mikuláš Bek at today's meeting. The discussion focused mainly on the current problems of the educational system and on the necessary structural reforms.
  2. CRC welcomes the MEYS's information on the increase in the budget of public Higher Education Institutions (HEIs) for educational activities for the year 2025, although this increase covers the long-term deficit in their funding only partially.
  3. HEIs are ready to cooperate with the MEYS and the professional sphere to strengthen socially demanded study programs. CRC is aware of the necessity of allocating part of the funds from the budget of HEIs to support study programs for which high social demand will be documented by concrete data. The dominant part of the allowance should however be divided in 2025 into the fixed and performance part of institutional support (indicators A+K).
  4. CRC supports the effort to transform the National Accreditation Bureau for Higher Education so that it meets European standards. Such a fundamental change is not, however, appropriate to carry out through amendments that show serious legislative and substantive deficiencies.
  5. CRC expresses its concern over the delay in the creation of data sources needed to fulfill the European Digital Services Act. HEIs point out that under the given situation they will not be able to meet the statutory obligations as of 1 February 2025. CRC is asking the MEYS to cancel the obligation to announce agendas in the Register of Rights and Obligations, which the state is unable to provide in such a way that HEIs do not run the risk of not fulfilling these obligations.
